Indio Juvenile Hall, at 47665 Oasis Street in Indio, is the Riverside County Probation Department’s juvenile hall in the Coachella Valley. The county has also designated it as a secondary location for its secure youth treatment program.
What the record shows
- The hall has held roughly 45 to 50 youth in recent years, according to the county’s Juvenile Justice and Delinquency Prevention Commission.
- The commission’s December 2024 inspection found 22 open staff positions, high turnover, and roughly 900 hours of overtime per pay period; its October 2025 inspection again found 22 open positions, a county hiring freeze, and 800 to 1,400 overtime hours per pay period. Chronic understaffing is one of the conditions most closely associated with abuse in custody, because it means fewer adults watching, more time behind closed doors, and more reliance on the same few officers.
- The October 2025 inspection also recorded that an October 2024 fire marshal inspection had failed four areas, with remediation still pending.
Recent arrests of Riverside County probation staff
In January 2025 the Riverside County Sheriff’s Department arrested a former probation corrections officer on suspicion of sexual misconduct with a detained youth, after the Probation Department reported an inappropriate relationship. In July 2026 the Sheriff’s Department arrested a Probation Department supervisor on suspicion of annoying or molesting a juvenile in custody and unauthorized computer access, and said investigators believed there might be additional victims. The Sheriff’s Department did not name the facility in either case, and City News Service reports placed both at “Riverside Juvenile Hall”; an arrest is not a finding of guilt, but both cases show that the Department’s own current or former staff have been the subject of these investigations.
Why the county is responsible
The county is responsible for what its officers did and for what its supervisors failed to do: ignoring complaints, leaving kids alone with staff who should have been watched, moving accused officers from one facility to another, or not reporting abuse. You do not have to file a government claim first. If you are 40 or older and the abuse happened before 2024, a 2026 law also requires stronger proof against a county: clear and convincing evidence that the county actually knew of the misconduct and failed to act. More on juvenile detention claims.
Is it too late?
Probably not. If the abuse happened before 2024, you can usually file until you turn 40, or within a few years of realizing as an adult that the abuse caused harm you are living with now (that window is five years today; a law signed in 2026 shortens it to three years starting January 1, 2027). If the abuse happened on or after January 1, 2024, there is no deadline at all. You do not have to file a government claim first. More on deadlines.
Who may have a claim
Anyone sexually abused by staff while held at Indio Juvenile Hall at any time, and anyone abused by another youth where staff failed to supervise or ignored warnings. Riverside and San Bernardino County claims.
